Am I missing something or is the tarragon aioli not actually mentioned in this recipe?

i'm confused, is the aioli the same thing that gets rubbed into the artichokes before steaming? or is it just gonna be the tarragon, oil and lemon mixed together separately? thanks in advance!! looks so good!
